Crossing Law Enforcement And Research of (CLEAR) VIOLATIONS

license plate from videoThe CLEAR Violations project was designed to reduce the number of traffic law and warning device violations at highway-railroad crossings by increasing enforcement and judicial support.

The NCDOT Rail Division has used the program to increase police and public awareness of hazards at crossings and motorists' responsibilities at crossings.

Program benefits include: development of expanded safety data to assist the State's enforcement community; collection of evidence for traffic citations and enforcement; reduction of litigation costs; reduction in traffic law violations and therefore reduced collisions; and control of personal and property damage at the crossings.

Video cameras were installed at the Henderson Street crossing in Salisbury to record events -- including photographs of the vehicles, drivers and license plates. The department has cooperated with local law enforcement and county judicial officials to prosecute violators at this location.

The University of North Carolina Highway Safety Research Center (UNC-HSRC) surveyed crossing users. A final report, prepared by the NCDOT and NS, will be disseminated to the Federal Railroad Administration, Federal Highway Administration, National Traffic Safety Administration, law enforcement officers, rail and transit industry officials and Governor's Highway Safety representatives.
