Subject: Quarterly Report # 19, North Carolina Sealed CorridorProject: TIP Project No. P-3419; Next Generation High Speed Rail Grant

The North Carolina Department of Transportation has completed the following tasks as part of the Sealed Corridor project since our last report to you in January 2001 (all involve Norfolk Southern Railway, unless otherwise noted):
  • 18 plans sent for engineering by the railroad
  • Construction authorization pending railroad agreements:
  • SR 3006 (Franklin Blvd.), in Greensboro, Crossing 722 959A, Milepost H 3.01
  • Construction was authorized at the following locations:
  • SR 1719 (Pomeroy St.), in Graham, Crossing 735 456U, Milepost H 23.67
  • SR 1940 (Glover Rd.), in Durham, Crossing 734 735L, Milepost H 58.98
  • SR 1955 (Wrenn Rd.), in Durham, Crossing 734 736T, Milepost H 59.28
  • SR 1978 (Hopson Rd.), in Durham, Crossing 734 746Y, Milepost H 64.57
  • SR 1980 (Church St.), near Durham, Crossing 734 748M, Milepost H 65.29
  • SR 1706 (Barbee Rd.), near Morrisville, Crossing 734 749U, Milepost H 66.5
  • SR 1638 (McCrimmon Pkwy), in Morrisville, Crossing 734 750N, Milepost H 67.02

Construction was completed at the following locations:

  • SR 2539 (Peach Orchard Rd.), near China Grove, Crossing 724 367W, Milepost Main 337.98
  • SR 1337 (E. Church St.,), in China Grove, Crossing 724 382Y, Milepost Main 342.86
  • E. Centerview Dr., in China Grove, Crossing 724 384M, Milepost Main 343.2
  • SR 1232 (W. Thom St.), in China Grove, Crossing 724 388P, Milepost Main 343.94
  • SR 1220 (Eudy Rd.), in Landis, Crossing 724 390R, Milepost Main 344.44
  • Powell Dr., in Raleigh, Crossing 630 650U, Milepost S 161.33 (CSX)
  • SR 1650 (Reedy Creek Rd.), in Cary, Crossing 630 662N, Milepost S 164.47 (CSX)

Other Issues and Notes:

  • All of Phase III has now been authorized for construction by CSX, if not already complete.
  • The locomotive camera "Rail-View" project has been placed on hold due to staffing issues.
  • The private crossing safety initiative (PCSI) has been placed on hold due to staffing (frozen positions).
  • LED light units will not be used on either Phase I or Phase II due to Norfolk Southern's concerns about maintenance costs, FRA regulations, liability, and setting a precedent of their use at signal installations on the NS system.
  • We have awarded a median separator maintenance contact. All the existing median separators have been, or soon will be, brought up to current standards.
  • We have awarded a sign erection contract. Our contractor is currently installing "1-800" information and "STOP HERE WHEN FLASHING" signs at all the crossings that they have not previously been installed (Phase I, II, and III).
  • On February 6, 2001, Norfolk Southern was authorized to design the overall health monitoring system to interconnect the crossing signals with their existing communication system between Greensboro and Charlotte (Phase I).
  • On March 30, 2001, the City of Salisbury was authorized to construct a median island/planter at the Council Street crossing (715 289T).
  • The City of Lexington has signed a closure agreement for both the Bristol Street
    (722 310N) and Pond Street (722 309U) crossings. We estimate they will be closed to traffic within one month.
  • 19 projects on Phase I & II are lagging behind schedule. We have written Norfolk Southern to ask for their assistance in expediting these projects.
