Subject:Quarterly Report # 2, North Carolina Sealed Corridor
Project: TIP Project No. P-3419; Next Generation High Speed Rail Grant
The North Carolina Department of Transportation has completed the following tasks as part of the Sealed Corridor project since September, 1996 report :
- Installed "Qwik Kurb" pre-fabricated median barrier and delineator system at the Sugar Creek Road crossing in Charlotte for product evaluation, replacing the existing tubular markers. The Traffic Engineering Branch will provide evaluation report in mid-January 1997.
- Installed "Guide Barrier" pre-fabricated median barrier and delineator system at the Upper Lake Road crossing near Thomasville for product evaluation. The Traffic Engineering Branch will provide evaluation report in mid-January 1997.
- Activated "Traffic Violator System" at Orr Road crossing in Charlotte to gather baseline data for 20 weeks. Long gate arm tests will begin at this location in 1997.
- Ordered equipment for video ticketing system at the Henderson Street crossing in Salisbury.
- The engineering firm of Gannett-Fleming began a Traffic Separation Study to consolidate crossings between 36th Street in Charlotte and Liberty Street in China Grove.
- Held a public meeting regarding the Hackett Road crossing in Spencer for closure. Staff will recommend mitigation projects for funding to the January 1997 Board of Transportation meeting.
- Proceeded with construction on the first phase of a parallel road that will eventually enable closure of 8 crossings in Salisbury.
- Division 9 staff continued right of way acquisition for construction of a parallel road connector that will enable closure of the unsignalized Peach Orchard Lane crossing in Rowan County.
- Added the position of Highway/Railroad Traffic Separation Engineer to the Rail Divisions Engineering & Safety Branch (Mitchell Eaton) to coordinate the Rail Divisions involvement in crossing consolidation projects and Sealed Corridor crossing upgrades.
The installation of median barriers at 13 locations did not commence, as the responsibility of coordinating procurement and installation was shifted to the Rail Division. Because of this, we have decided to evaluate pre-fabricated barrier and delineator systems for quicker installation by contractor forces along the corridor. We hope to award a contract for materials and installation at these locations in spring 1997.
