Memorandum To: James A. Smailes, P.E., Federal Railroad Administration

From: Mitch Eaton, Highway/Railroad Traffic Separation Engineer

Subject:Quarterly Report # 4, North Carolina Sealed Corridor
Project: TIP Project No. P-3419; Next Generation High Speed Rail Grant

The North Carolina Department of Transportation has completed the following tasks as part of the Sealed Corridor project since our last report to you in April, 1997: Long gate arm tests continue at the Orr Road crossing in Charlotte. Articulated gate arm tests are scheduled to begin in August.

  • The CLEAR Video Ticketing System has been installed on the Henderson Street crossing in Salisbury, Rowan Co. The ticketing process will begin later this year.
  • Norfolk Southern Railway has commenced returning the plans for design and construction of the eight four-quadrant gate locations to the Traffic Engineering & Safety Systems Branch’s Traffic Safety Systems Management Unit for their review. The installation of the gates should be complete by the end of 1997.
  • The engineering firm of Gannett-Fleming has finished their Traffic Separation Study to consolidate crossings between 36th Street in Charlotte and Liberty Street in China Grove, and are presenting the proposal of recommendations to the participating municipalities. A total of 13 crossings have been identified for near-term closure.
  • The Rail Division is currently working on the plans for design and construction of the median barriers at the 18 locations selected for treatment. The Rail Division is also negotiating the purchase of the median barriers materials, and should have all the locations under contract for installation by the end of this year.
