The City of Charlotte and the North Carolina Department of Transportation (NCDOT) entered into a cooperative agreement in 1996 to evaluate eight public at-grade crossings from Back Creek Church Road (SR 2827) to 36th Street on the North Carolina Railroad Company (NCRR) corridor in Northeast Charlotte. Norfolk Southern is the operating railroad. The study's purpose was to determine if any of the crossings were candidates for closure or grade separation (bridge), or if there were improvements that could be made to the local streets and crossings that would enhance safety for motorists, rail passengers and train crews.
The initial Traffic Separation Study for the Charlotte Northeast Corridor was completed in 1997. The study was revised in 2001 to accommodate changes in development and traffic densities.
