Newell-Hickory Grove Road (SR 2853)
at Old Concord Road and
North Carolina Railroad/Norfolk Southern Railway

Background
The Newell-Hickory Grove Road crossing was identified for improvements through an earlier 1997 NCDOT Traffic Separation Study. That study was further supplemented by additional planning and traffic studies that have resulted in the project as designed. Partners in the project are:
- NCDOT (Division of Highways and Rail Division)
- North Carolina Railroad Company (owns the rail corridor)
- Norfolk Southern (operates and maintains the railroad)
- City of Charlotte Department of Transportation
Project Purpose
The purpose of the project is to improve SAFETY for motorists, rail passengers and train crews by improving traffic signal operations, reducing prolonged queues and eliminating difficult maneuvering conditions.
Challenges
- Anticipated increase of traffic on Old Concord Road as a result of the closing of the Rocky River Road crossing
- Area residential development
NC 49/University City Boulevard traffic demands
- Queues on Old Concord Road resulting from lack of left-turn lane
- Approximately 55 daily trains (49 freight, 6 passenger)
Proposed Improvements
The improvements consist of widening Old Concord Road on the west side of the crossing to add a southbound left-turn lane and raising the grade of Old Concord Road to more closely match the railroad grade.

Project Cost
Approximately $400,000
Construction Schedule
Construction is anticipated to begin in Spring 2008 and end by late Summer 2008. However, this schedule is dependent upon several activities:
- Acquisition of necessary right of way and easements by NCDOT Division of Highways (Division 10)
- Relocation of utilities
- Removal of diseased trees from the railroad right-of-way by the City of Charlotte
